LEGAL WORK IN THE FIELD OF COMPETITION LAW

Experience with cases on compensation for infringements of competition law (private enforcement)

  • Submission of the claims concerning compensation for damages suffered as a result violations of competition law. Work with very complex cases involving jurisdictions of different countries, analysis of foreign court practice, expert opinions, etc;
  • Submission of the claims on the basis of decisions adopted by the European Commission, which have established violations of EU Competition Law.
  • Advising clients on issues of compensation for competition law violations.
  • Published many articles on compensation for competition law violations;
  • Read reports at international conferences on issues of compensation for competition law violations. Lectures to students and attorneys on torts.

Experience with the state aid

  • Participation in a large number of civil and administrative cases related to competition law and alleged state aid in the energy sector. Representation of the Ministry of Energy of the Republic of Lithuania in VIAP cases. The cases are particularly significant and of high value. Worked with state aid cases in the courts of the Republic of Lithuania and the Court of Justice of the European Union.
  • Work on the implementation of the Concession Agreement for the Žalgiris Arena. Involvement in solving various commercial and legal issues. Possible evaluation of the provision of state aid was also carried out.
  • Together with a group of authors preparation of the article about state aid and COVID-19. The article published in the Baltic Journal of Law & Politics.

Implementation of the Competition compliance programs, trainings on Competition law

  • Implementation of the Competition compliance program in an international timber industry company, including training on competition law.
  • Competition law training and the Competition compliance program in a company that is one of the international leaders in the car distribution sector.
  • Advising pharmaceutical company on possible dominance in individual pharmaceutical markets.
  • Advising a telecommunications company regarding their planned reorganization and compliance of such reorganization with the Competition Law, European Commission requirements and OECD guidelines. A very detailed analysis of the company's performance was carried out. Potential dominance in individual sectors was assessed.
  • Implementation of the Competition compliance program in a large insurance company, including training on competition law.
  • Analysis of the position of one of the leaders of online trade in the market, assessment of the share in the

  • Representation of cars distributor in a public procurement dispute with the purchasing organization.
  • Implementation of the Compliance program, which included training on public procurement in one of the largest car distribution companies in Lithuania.

General experience with the Competition law

  • Successful representation of UAB LitCon regarding the fine imposed for obstructing the inspection conducted by the Competition Council;
  • Auditing of companies concerning possible breaches of competition law;
  • Representation on approximately 12 managers of Lithuanian companies in administrative courts regarding the sanctions imposed on the managers of the Competition Council.
  • Representation of three travel agencies in a case with the Competition Council in the Vilnius District Administrative Court and the Supreme Administrative Court of Lithuania.
  • Representation of three companies in disputing the decision of the Competition Council to fine a driving schools.
  • Representation of one of the largest trading centers in Lithuania in the legal dispute with one of the suppliers.
  • Representation of an international company in unfair competition case.
  • Advising of the international hotel chain concerning possible abuse of a dominant position by one of the contractors.
  • OECD expert in Lithuania for five years and a member of the Lithuanian National Coordination Center.
  • As an expert Raimundas submitted a scientific opinion to the Constitutional Court of the Republic of Lithuania regarding the compliance of the Law on the Prohibition of Unfair Practices of Economic Entities of the Republic of Lithuania, which buy and sell raw milk and trade in dairy products, with the Constitution of the Republic of Lithuania. Raimundas is mentioned as an expert in the ruling of the Constitutional Court of the Republic of Lithuania in 2020, February 6 No. KT22-N1/2020. Experience with the project management and investment

  • Worked in Great Britain with the implementation of real estate projects. Carried out business projects in the UK where complex corporate structures have been set up involving foreign jurisdictions. Supervision of the legal part of the project. Structuring of transactions involving foreign jurisdictions, communication with local authorities, contractors, local lawyers and architects.
  • Participation in the reorganization of the Dayton group of companies in Lithuania.
  • Member of the supervisory board of a construction company operating abroad.
